The Court and Regulatory Tribunal
As at the end of 2024, the judiciary of the Court and Regulatory Tribunal comprises 18 Judges from 11 different jurisdictions (Qatar, England and Wales, Cyprus, South Africa, India, Singapore, Hong Kong, the USA, France, the People’s Republic of China, and Australia).
In accordance with the QFC Law (Law No. 7 of 2005), and the Regulations and Procedural Rules of the Court and the Regulatory Tribunal, we still deploy Justice Dr Muna Al-Marzouqi as the Enforcement Judge for both the Court and Regulatory Tribunal.

Statistical Insights 2024
• The total value of cases rose from QAR 947 million in 2023 to QAR 1.47 billion in 2024, representing a year-on-year increase of approximately 55%. • 52% fewer cases rejected on jurisdictional grounds compared to 2023. • 20% increase in judgments issued compared to 2023. • First 2 judgments from the enforcement division with the Enforcement Judge sitting alone.

Cases before the Court in 2024
2024 was our second busiest year in terms of cases filed on record, following an exceptionally busy year in 2023. The cases filed were of increasing sophistication, again spanning the whole range of civil and commercial matters. We held our largest number of hearings and managed exceptionally well with hybrid hearings where some participants were in the courtroom physically, with others participating online from abroad. We also issued 93 judgments throughout the course of the year, our highest number.

Judiciary 2024
In 2024, the QICDRC appointed two Judges to the Court – Dr Talal El-Emadi, Dean of the Qatar University School of Law, and James Allsop AC, former Chief Justice of the Federal Court of Australia. There were two retirements, Justices Sir Bruce Robertson (New Zealand) and Lord Hamilton (Scotland), appointed in 2013 and 2015, respectively.

Practice Directions
Two Practice Directions were issued in 2024: Practice Direction No. 1 of 2024 (Litigation Restraint Orders), and Practice Direction No. 2 of 2024 (Costs).

Case Management System
The QICDRC’s Case Management System, called eCourt, has proven its effectiveness in 2024, handling an increased volume of cases with efficiency.

Alternative Dispute Resolution
The QICDRC continues to champion ADR methods, providing parties with efficient and amicable means to resolve disputes. Our involvement in international conferences and forums, such as the 5th World Conference on International Arbitration and the Ooredoo Group Digital Ecosystem Conference, showcased our dedication to advancing ADR practices.

Legal Clinic
The QICDRC Legal Clinic was launched in October 2024. It is the first of its kind in the jurisdiction and complements our existing Pro Bono Scheme. The Legal Clinic covers a wider scope, providing legal assistance to individuals and companies with civil and commercial disputes.

Tribute to Justice Dr. Rashid Al-Anezi
Justice Dr. Rashid Al-Anezi was a respected legal scholar and a dedicated member of the QICDRC. His expertise in international law and commitment to justice shaped the Court’s jurisprudence. A valued colleague and mentor, his contributions continue to inspire the legal community.
