Summary

The Qatar Financial Centre Civil and Commercial Court dismissed a contractor’s urgent application to freeze a subcontractor’s assets and obtain broad financial disclosures while an ICC arbitration over approximately QAR 6.04 million proceeds. Although the court accepted it had jurisdiction and that the contractor might have a prima facie contractual claim, it found no cogent evidence that the subcontractor was actually dissipating assets, likely to do so, or that the wide-ranging orders were necessary and proportionate. The underlying dispute remains for the arbitral tribunal, with no order as to costs.
